Mike,
This means that the drive, located on bus2 target 3, couldn't be started by the OS.
A "Start Unit" command is send to bring the drive online (spinup, etc..)
The drive is not reporting it is UP, within the timeout period.
Maybe it will be ready afterwards, or probably it is completely dead.
Anyway, this is an HW-related problem.
