Access Control Problem

Running on a NT4 domain, the following is occuring. All users must be given the Full Control rights. If they only have Print or Manage Documents, they cannot change any properties on the printer, for example the paper size or source. If they have Full Control, they can change this, but then it changes the settings for the queue as well. This of course means that the next user automatically gets the settings as it was changed by the previous user. This is not what we want of course. Why does the Print rights not allow users to change the printer properties from with Setting>Printers ?
