Greetings!
As per server quickspecs, P440 needs to be populated in slot 2 (Full Height) which I think is already installed as per your description.
Since you have mentioned that in the bios it states that slot 2 is not populated and already reseated the card.
Please try clearing the NVRAM using the "System Maintenance Switch:" and check the result.
