Virtual connect disabled.

I have a C3000 with 2 hp 1/10GB VC-Net module in my test lab. The VC configuration currently is passthrough. I want to try to configure Virtual connect. 

In the first time start up wizard, it mention the VC is disabled and both VC module does not have url management and IP. 

How to enable the VC and configure the VC IP?
