I recently purchased a CP-2E Router for home usage. My Internet connection is through a RF service and uses a Cable modem. Ifollowed the instructions on the installation.

1 Turned off the power to the modem, and computer.
2. Unplugged the Cable coming from the modem to the computer from the computer and plugged it into the router.
3. Using the cable that came with the router I plugged that into port 1 of the router, and into the back of my computer.
4. I turned my modem back on, plugged the power into the router and booted up my computer.
5. The test light came on, then went off. The power light stayted on. the Internet connection Light stayed on. the light below the internet light flashed only for a second and stays off more than it flashes. The port lights under the 1 stay on.
I can not connect to the internet.

I followed the troubleshooting and double clicked on the network connection clicked on properties and made sure that the obtain DNS and IP where set as automatic.
Still could not connect.

I shut everything down, and placed everything back into normal. Cable from modem to the back of my computer. Started everything back up and sure enough it worked.

Did I miss a step or do something wrong?

Yes,
I looked up your router on the net, and i think that i know what your problem is,

This is how it should be configured.

Computer > Router port 1 or 2 or 3 or 4.

Router WAN Port > Modem.

You have to have one cable from the computer plugged into port 1 - 4 of the router. The modem needs to be plugged into the WAN port of the router.

Also you would have to have a CD that came with your Router. This will have the Services that need to be installed. Most Likely the Qos service and the connection to PPPoe that connects to the Router. PPPoe is how you connect to the Net

I have had another look at your router and found that it is configurable via Iexplorer.exe this is most likely on 192.168.0.1:80 i would set your NIC to 192.168.0.10 and open a browser and connect to the router. This would be something like.

Http://192.168.0.1

the router will have to be configured for your Connection information to the net.

You will have to define your DHCP Scope. something like 192.168.0.2 - 192.18.0.10
depending on how many machines are connected to your network.

then reset you NIC to DHCP and test.
Block you ports 1- 65535
Pass your ports 1- 65535 depending on what you want to have access to the net.
Monitor you Detection log and review.
