NIOCApi

We operate an Inn and would like to set up this computer for our guest's internet access. OS is WinXP pro. The connection is a wireless via a D-Link PCI adapter DWL-510.
As soon as I activate the guest account a small window pops up with the title NIOCApi, the error message reads: Fail to open Service central manager. Any help would be appreciated,
