Regarding Power Surge problem

I have power surge problem in my laptop. My laptop Model is NX6120. I have submitted this to Hp cust care for 50 days but after repair this is same now i want to take this issue at higher level if some one knows that any email address of a responsible person so that i can communicate with that person. i belongs to Delhi(INDIA).
