wireless 420
how toaccess point 420, enable and disable radio status sheduled , with procurve manager , or mobility manager , or settings port switch 41xx , 25xx

That's a good question. You can use the CLI Wizard in ProCurve Manager to issue a command automatically at a scheduled time to a switch or access point.
In the CLI Wizard you would issue the command something like:
int 1
disable
Which would disable port 1 of a switch at a certain time. You would then create a second wizard to enable it at another time.
I've listed a few other options below:
With a unix machine you could setup a cron job to perform an snmpset on whatever OID it is that needs to be disabled/enabled.
If you are using 802.1X authentication for your Access Point, I believe on your RADIUS server you can set allow times.
Even better, you can use the 700wl series of products which can be set to apply time of day restrictions. It's expensive though..
