4250T - how to manage?

I am having difficulty get into the management interface of my Superstack 4250T. I have downloaded and installed the 3com Device Manager Software on a laptop that is directly connected to the switch. When I try to open a new device using the default IP of 169.254.100.100, it tells me that no device exists. What am I doing wrong?
