5500-SI web interface login

After successfully configuring TACACS authentication with Cisco ACS, I can connect to the switch using SSH or telnet with a remote user, but not with a local user.

On the other hand, I can only login to the web interface with a local user.

I searched the Internet, this forum and the documentation, but I was unable to confirm if this is the expected behavior.
