I think the problem is the IEEE class because the datasheet of the phone is class 1. I want to change that.

Re: problem with POE

The Cisco Unified SIP Phone 3905 supports IEEE PoE 802.3af (Class 1), that means it requires basically at most 4 Watt to be correctly powered.

Questions:

  1. Is the Cisco Unified SIP Phone 3905 running the latest available Firmware Release 9.4(1) SR2 (February 2016)?
  2. Is the HPE FlexNetwork 5130-48G PoE+ 4SFP+ (370W) EI Switch (JG937A) running the latest available Firmware R3113P05 (August 2016)?

Consider that Cisco fixed a bug on Firmware Release 9.4(1) of March, 2015 (read about its details here <- Login required for bug details) which looks similar to what you're experiencing:

Bug CSCud13126: "3905 Phones using more power than it's class allows during speaker phone"

Full 9.4(1) Release Notes is here.

List of 3905 Release Notes is here.

So - IMHO - checking your Cisco Unified SIP Phone 3905's Firmware status is the very first step to do.

Eventually check the PSE Firmware too, previously also here (read about it on these threads: here and here).

Note how the Cisco PoE issue cited above is so similar to the same issue Unify (formerly Siemens Enterprise Networks) had with its IP Phones: read this Support Information...so the usage of poe max-power command workaround should not be necessary if the Cisco 3905 strictly adhere to the IEEE 802.3af Standard.

Re: problem with POE

Thank you for your answer, so:

1. We don't have the last firmware for phone 3905.
2. We have the latest firmware for switch HP.

We need to wait for the update for Call Manager.

Re: problem with POE

In the display poe pse report, what version of the POE code are you running?  The latest version is 145 and that should work with the Comware version you have loaded.

Re: problem with POE

Yet advised about that (see my first answering post above), the OP didn't answered (or, better, it answered that its Switch is yet OK on that part)...as usual.
