Setting options under QoS for 2920 SFP plus

I have reviewed the user manual for this switch and can find no way of changing The Queue, Remark, or CAR settings on the Behavior submenu of QoS.  The options are visible, but are grayed out.  Does anyone know how make these available so that they can be set?
