Hard drive hisses.
I get the message non system disk or disk error when trying to boot up. I opened the case and it sounds like the hard drive hissess a little. Do I have a bad hard drive. Can not perform any ssytem tests.

Sounds like a failed hdd to me. What system is this from?

When your hard drive starts making irregular noises, it's on it's way out. Start backing up your data from that disk (slave to another PC if possible).
You may be able to find a diagnostics program from the hard disk manufacturer's web site to test your disk. (You could even boot to a win98 CD if you have one. One of the first things it will do is scandisk - you don't actually have to proceed with the install)
