how can i go around this?

Hello @Simplify2024
My recommendation would first to make sure the Arbiter IP is pinging. Make sure the Arbiter VM is online and running.
If that is all good, check the arbiter service running in that Windows Machine. Try restarting the service and see if you re-gained connectivity to it.
