Where does VCSA go for deployment?

I'm new to HPE Simplivity and HPE Deployment Manager. Seems like I need to install VCSA with HPE plugin before deploying the Omnistack hosts with HPE Deployment Manager, but where do I install VCSA if it requires the ESX/Omnistack hosts to be installed first?

you will find the Prerequisites and step-by-step procedure, for installing VCSA

You can deploy ESXi in one Simplivity Host and put VCSA in this hots, next create Simplivity in Federation, move VCSA to this new Simplivity and format first host with ESXi puting Simplivity in the new federation.
Simplivity 1 -> put ESXi ( deploy vCenter )
Simplivity 2 -> deploy Simplivity Federation
Simplivity 3... -> deploy Simplivity Federation
Move vCenter to Simplivity Federation
Simplivity 1 -> deploy Simplivity in Federation
