You should be able to use Linux RedHat 5 with Xen to run a Windows guest on the RX2600.
In below link you can check if your I/O cards are supported for linux.

Of course within those OSs you may be able to run x86 binaries (applictaions) in emulation mode. Certainly the IA64 versions of Red Hat, SUSE and MS W2K3 have x86 emulators - but they can only run apps in the OS, not an OS itself.
