HCL don't start

Hello! I have problems witt starting HCL. How to fix It?

File "hcl.pyw", line 24, in <module>

UnicodeDecodeError: 'gbk' codec can't decode byte 0xec in position 13: incomplete multibyte sequence

You have Python installed on the machine? If so, which version?
