You need to install an optional enhancement bundle:

Patch PHCO_32474 is also applicable.

You can't do this on any other systems other than 11.23. I don't think its going to be offered for older versions.
This adds functionality that Linux has had for years, but it will make these systems different than other HP-UX systems.
I had to dump the name jerusalem when naming a server a few years back because it was one character too long.
That's okay, living there is better than naming a server after it.
