There is no such setting in hardware. Is seems to be a hardware issue.

Otherwise, when your system is booting, interrupt it on the first 10 seconds when you were given the option and enter "CO" command to se the configuration menu. But there is no such setting as far as I can remeber to tell the system to autoboot regarledd what user said. But you can turn of the restrat by RT OFF command to force it to wait at the menu next time you boot at the least. And if your system is not responding to that one as well, I would also suspect a hardware problem.

seems to be a hardware issue , you can check with HP , for the reason of restart, with shutdown -h ,
