Re: about mstm
Shalom Ray,
Why? Maybe Online diagnostic tools are out of date. Maybe the server is old and needs ram.
Could be anything.
I think you should make sure your version of mstm is current and perhaps consider using cstm or xstm which have a different and possibily more flexible user interface.

Re: about mstm
As Steve says, the first thing is to check you have a current version of OnlineDiags.
If you do, then have a look at the Info Tool Activity and Failure logs to see if they are showing anything (in mstm, that's under the Tools -> Information menu). I don't think you'll see anything different by running xstm or cstm, you just use different commands to see the same thing.
Do any of the other Information tools work?
What system and version of OnlineDiags do you have?
Is there anything logged in /var/opt/resmon/log/api.log?

Re: about mstm
One other thing to check, the Firmware levels. You don't mention the system type, but there were some problems on rp7420 and rp8420 systems that caused the STM system info tool hang. They would also cause 'partatus' to hang, and the 'DF' command at the MP. The latest FW has fixes for this, if this applies.
