nettl is native to HP or you can download tcpdump from http://hpux.cs.utah.edu/hppd/hpux/Networking/Admin/tcpdump-3.4/

Re: about network performance
the best palce to get tcpdump is probably www.tcpdump.org - it is the most up-to-date. for example, 3.4 and 3.5 do not know how to use "ifconfig names" on hp-ux, but the just release 3.6 does
