Is DebugPrg.DEBUG-PRG,fr=B.11.01.06,v=HP and DebugPrg B.11.11.10 Debugging Support Tools are equivalent?

These aren't compilers. This probably only contains pxdb, the debug info preprocessing tool.

Your original question was about comparing an April 99 vs April 2004 versions.

This patch is too old and you can't install it on a newer version. The latest I can find is PHSS_27983 and that is also too old.

There is no equivalent since it was fixed in the version you already have. Ignore what Oracle stays on PHSS_20122.
