Avoiding lan interface to be brought down
We do have a HP9000 serie 700/800 host running HP-UX 11.0 and connected to an ethernet network. I would like to know if there is any way of avoiding the LAN interface status to be brought down when we disconnect the cable from its lan interface card.

No. There is messaging going on over the network operating system transparent to the end user. This messaging helps maintain the link or connection. Typically you the user are only allowed to see above the 4th layer of the OSI model. This is also known as the transport layer.
If you don't have a copy of tcpdump then obtain one from this URL and it may become more clear.

Try some commands and observe the constant flow of traffic through an established connection:
tcpdump icmp / udp / tcp
