block third party software

Hi guys
I have 9i rac database(9.2.0.5)with HP-UX platform.
I have a small problem.
I want to keep track of third party software like TOAD from entering into my system.
How best i can do that.

Hi,

I don't know nothing about TOAD. But to prevent others from installing SW on your disks, the only chance is not to give anyone a shell on your system.
You can also delete your compilers to prevent people from compiling SW on your system...
