Cache WAIT State Query

Is it common to have a process which deals with a very large # of files (copying from 1 filesystem to another (i.e. 5000 files) to be primarily in a "Cache" WAIT State a majority of the time. Will this type of WAIT condition be alleviated if i allocate more cache? I have 5 Gig of RAM with 20% allocated to Cache...
