Cannot open 11.fi

When a user is trying to log into a 10.20 server he is getting a message reading......

Reading terminal description file...
Cannot open 11.fi
Press RETURN to exit.

It only appears to be impacting this user. Any idea what this is?

We use TSM, and it turns out that the user in question had 11 TSM sessions configured, the maximum being 9. After removing 2 he is now able to work.
