Solution*** See page 7-35 of Using the Xwindow System manual:
You can modify or delete any of these bindings, except "Alt Ctrl
Shift
editing to have an effect, the keyBindings resource in the .Xdefaults
file must be set to DefaultKeyBindings.) SO It is not possible to alter
the DEFAULT BEHAVIOR. f.set_behavior toggles between your customized
behavior and a default behavior, which is hardwired into the code.
So CAN NOT Modify Alt Ctrl Shift
DefaultKeyBinsings line in sys.vuewmrc file, this is hardwired to X.

Re: CDE and DtKeyBindings
IT sounds like it could be possible, I'll do some digging and let you know.

Re: CDE and DtKeyBindings
have you checked wether your user has a private
"$HOME/.mwmrc"? If it does exist, it will be used by
"mwm", hence modify that, right mouse click into the
root-window (background) and "Restart".
Then try again.
Oh, and there is an HP-extension to X-Windows-API,
where you can switch off stuff like the "kill X-server"
key sequence. Perhaps you can use that one to modify
the default translation of Ctrl-Alt-Shift-Exclam...
