which version are you running?
in 11.31 it's not installed per default. check wheter it is installed with:
#swlist | grep CDE
and whether the dtlogin process is running
#ps ef | grep dtlogin

you need just check that the service is running or not.
#ps -ef|grep dtlogin
you need the X login software like, hummingbird, extrax, reflection etc. for accessing the GUI (CDE) terminal.

These are pc programs to make a (graphical -> GUI) connection between a windows pc and a ux workstation.
Just google it.
Maybe you should tell us more what you want.
What hardware?
What os?
Do you have problems with CDE?
Wha aahve you tried till now?
Any error messages?
