who know the meaning of /var/adm/cmcluster/.cm_start_time ?

This particular file keeps the track of the times when the cluster has started.

That link has the great explanation. But that mentions only during the startup.
some more thoughts - not sure tho - remember the cmcld sets a safety timer in the kernel - which is for identifying kernel hang issue.
will this file be related to that as well while in the normal cmcld run process ?.
