the old pure/poor CSH does not contain such a feature.
Use the tcsh instead:
http://hpux.connect.org.uk/hppd/hpux/Shells/tcsh-6.14.06/
Per default you can use emacs shortcuts; you can use vi-style edit mode after
setenv TSC_KEYBINDING vi

Well --command line editting-- and --restricted shells-- are said to be two features not supported on C which are supported on POSIX. Well command line editting is typically not a feature of a C shell.

Unless you use tcsh, csh has only sed style editing of the previous commands. And people usually give up and use cut&paste for corrections.
