Both are different.
C3901BA - C/ANSI C
B3913DB - HP aC++
I think one HP version C++ and other one directly by ANSI.
Not sure about it.

I dont see any HP ANSI C++ compiler. Can you give the software bundle number?
HP C/ANSI C is an ANSI standard C compiler.
HP aCC is the C++ compiler which comforms to ANSI standard as well.

B3911DB (aC++) is meant for HP Workstation (running 11.1)
B3899BA is C/ANSI-C for the same platform and OS version.

HP C/ANSI C Developer's Bundle is HP's well-rounded compiler
tookit for HP-UX 11.0, 11.i, 11i version 1.5, and 11i version 1.6,
based on the ANSI/ISO Standard. The bundle supports code generation
for both PA-RISC- and Itanium®-based processors.
HP aC++
=======
The HP aC++ compiler is HP's implementation of the ISO/IEC 14882 Standard
for the C++ Programming Language (the international standard for C++)
and largely conforms to this standard.
