Could not initialize interface error

I have a Nortel DNS/DHCP server product that I am attempting to install on 11i, using APA. The install appears to be successful, and the name resolution is working correctly. However, we are having a rough time getting the dhcp server to operate correctly. The only obvious error we receive is this in the syslog:

niddhcpd[2002]: could not initialize interface 'lan900': recv_ack: info unexpected primitive ack 0x0

We have opened a case with Nortel, and they have not yet come up with a solution. We have also tried using lan0 (no APA) and get the same problem. Does this ring a bell with anyone?
