TCP wrappers, available at http://software.hp.com can let you disable these services by IP address.
If you are using the standard ftp server wu-ftpd you can control ftp access with the
/etc/ftpd configuration files.

This will work only if ftp and telnet services are started from inetd. If those services were started as stand-alone servers, this will not work.
