This is most likely a problem on the other end of the cable (to either GBIC on the switch if you are using or the storage system). You can confirm it by connecting a working cable to it and see if the Driver State shows 'READY'.

Do you have this fibre channel card connected to anything? Either a fabric switch or direct to an array port?
Believe it will show this way until it is connected to *something*.
I suspect this because the Topology state in unknown.

Then it's most likely the GBIC on the brocade. Try moving the cable to another port on the brocade and see if you still have the issue.

At a minimum unplug & replug either end of the cable. If the fibre is not "keyed" so it can only be inserted one-way, it's possible the transmit/receive sides have been flipped & you may have to reverse them back.
If still reports same way, then replace the fibre. Still trouble, then try another port on the Brocade.
