10i? There is no such version of HP-UX. If you are talking about HP-UX 10.20, then once you get the patch installed on your 11i machine, copy the /usr/lib/tztab file to your 10.20 machine.

You should also consider scheduling a time to reboot so that long running processes (like cron, you DBs, etc.) are restarted so that they will read the new tztab file.

Yes but the downside is that future seemimgly completely unrelated patches may have a dependency on the dst patch (or its sucessors) and fail to install. Therefore, if possible, it is wiser to properly swinstall the patch.
