Is there a single patch for a system running HP-UC MCOE 11.23? If not what patches do I need?
I will be testing the patches on a test HP-UX Virtual machine and changing dates back and forth to check it. Also, does anyone have good method of making sure the patch worked?

There is no way to filter by operating environment because it doesn't matter.
Whatever DST patch you find will work on all Operating environments.

You should review:

As for testing, Clay has a Perl script that uses the standard libC library routines. This confirms that you have the proper 'tzlib' rulesets installed for any timezone in question. A copy is posted here (let alone in many threads in this forum):
