Re: end user interface
I would suggest restricted SAM as a method to give system administrator privileges to other users. You might also want to look into sudo:
http://hpux.cs.utah.edu/hppd/hpux/Sysadmin/sudo-1.6.8p9/
I would also suggest using SAM to set up your printer.

Re: end user interface
No end-users should ever be able to connect as an admin. You can use a command called "sudo" http://gatekeep.cs.utah.edu/hppd/hpux/Sysadmin/sudo-1.6.8p9/ to allow certain user to perform certain tasks.
In order to install printers you need this:
http://h20180.www2.hp.com/apps/Lookup?h_query=jet+direct+printer+installer&h_tool=software&h_lang=en
You then run a command called hppi and interactively install printers.
Really the answer to all of your questions is "training".

If it ain't broke, I can fix that.

Re: end user interface
Shalom Mujaba,
We had an operations department help desk that did non-root things for the users. sudo was used to provided limited access to those functions operations needed to perform that normally required root access.
Secondly, we educated our users to understand what the real issue was and provide error codes.
Last, we provided tons of documentation to help the operations department troubleshoot and let the sysadmins sleep.
