/etc/issue

I made changes to my /etc/issue file but the changes doesn't show. Do i need to restart a service for the changes to take affect

You shouldn't have to restart anything. You might cat the file and make sure that the changes you made stayed there. I cannot tell you haw many times I have fat fingered exiting vi and lost my changes.

check your /etc/inetd.conf

does your telnet line look like that?

telnet stream tcp6 nowait root /usr/lbin/telnetd telnetd -b /etc/issue

You may also want to change "rlogin" and have ftp and ssh use /etc/issues.
