fd.h file compilation

In /usr/include/X11 directory, system has a file called fd.h. In that I want to change a constant value ( FD_SETSIZE). How can I make it effective? Is there anyway to set this environment variable witout compiling kernel?

in my opinion to increase this, you have to recompile libc.
