Root can do anything it wants.
You should disable ftp for root in ftpaccess. ftp authenticates in clear text. Do you want every user on the Internet/your shop to potentially know the root password.
back to the problem, its ownerhip or permissions.

It is telling you that you don't have permission to upload the file.

either it could be permission problem or you have configured ftp server as read only. i.e user can only download files and not upload.

then it is more likely that your ftp server is configured as read only. it will allow only downloading of files and not uploading

just to confirm the length of file is the reason, rename the source file to a lesser lenght (less than 10 chars) and try to upload that file to same destination directory. see whether it works out

first let us get confirmed that this is the reason. then we can check for configuration value.
for all u know, this may not be a solution at all and problem may be somewhere else.
