If you want certain users not to be able to do ftp, then you can put them in /etc/ftpusers or in /etc/ftpd/ftpusers file.

By default you cannot look into the passwd file and determine ftp accounts. You can setup these accounts to have specific characteristics so when you look you would know. But this is a management task on your part. You create the accounts and provide the characteristics.

And does this mean any accounts in /etc/ftpuser or /etc/ftpdusers are prohibited from using ftp?

Also someone else has asked me to provide them with a list of ftp users on the system so I need to know how to identify which users are ftp users.

You can create FTP accounts, configure them so they can only FTP (no terminal login allowed), and be distinct enough so that you can differentiate between the differences.
You can create the FTP only accounts and you can create the different characteristics.
It is up to you to manage and distinguish these different account types
