from english to german ?

you have to have the german CDE installed. If you get an german or english CDE is determined by the LOCALE environment variable. As described in the thread mentioned by Peter.
As far as i know, you don't get a german HP-UX. All you get is a german CDE.
If needed set the keyboard layout to a german keybord in the /etc/kbdlang. For a german keyboard this should look like:
PS2_DIN_German_Euro

look here are some examples:
uname -a (direct on the server)
HP-UX (SERVERNAME) B.11.00 U 9000/800 575756517 unlimited-user
license
remsh (SERVERNAME) "uname -a" (from another server)
HP-UX (SERVERNAME) B.11.00 U 9000/800 575756517 Lizenz für unbegrenzt viele Benutzer

this is also depending on your locale setting. Go to your first server and do a
locale
Check the result. Then go to your second server and do the same. You will see the difference. While one servers locale should be set to "C" the other servers locale should be set to "de_DE.iso88591"
You can set your locale settings temporary on the command line and see the difference. Do for example
export LC_ALL=de_DE.iso88591
and see the difference. Check the man locale pages for more information.
