how does cluster invalid router arp table?

Hi all,
I'd like to know, when cluster switches IP from a node to another one, how it forces arp update on routers.
Is it possible to simulate it via any O.S. command or any other tool?

Serviceguard forces a re-arp broadcast out to the network.
