Your question is not quite clear, so I have answered what I think maybe your problem.
When you shutdown your server what options are you using?
To reboot your server you must use
# shutdown -r 0
or to shutdown completely
# shutdown -h 0
If you use shutdown with no options the system will place you in run level one or single-user mode. Also check to see that your /etc/inittab has the correct setting for the run-level.

I guess Ur system is getting into
Run level 1 when ever U are starting the
system ?
If I am correct then check ur inittab entry
initdefault:1:
vi /etc/inittab
the label will be initdefault..
Change the run level next to it to 3..
I beleive this might solve ur problem
