Currenlty "Ignite Server" running 11.23 with Ignite-UX C.7.2.94
"Ignite Clinet" running 11.31 with Ignite-UX C.7.6.100
Question:-
Can i install Ignite-UX C.7.2.94 on 11.31 Client ..?
if I install what would happen to existing Ignite-UX C.7.6.100 or do i need swremove the Ignite-UX C.7.6.100 than swinstall Ignite-UX C.7.2.94

SolutionI always track this site about Ignite-UX releases http://www.docs.hp.com/en/IUX/whatsnew.html
Don't see any reason to downgrade it to the Ignite-UX C.7.2.94, but if you need it, it's better to unsinstall current Ignite-UX installation.
If I am updating the ignite to the latest version, I never removed the old version, if its not as recomendet in the installation notes.

The simpler way is upgrade the ignite version on ignite server to match the client version.
Come to your question. There is no harm to install the downgraded version without uninstalling the later version. But you will end up with configuration issue when you take ignite backup. I faced this issue few times.
So if you decided to downgrade the version, it is must to swremove the existing version and install the old version.

have madeup my mind to "Install the higher version Ignite UX C 7.7.98 in the Ignite server, and one small piece Question ..?
while upgrade the Ignite UX version does it require reboot .?

As I know, Ignite-UX server required this services : tftp + NFS, so if you uninstall the old version ( backup your configuration files before ), during the post installation process, the /etc/inetd.conf will be updated.
So restart the inetd.
For example :
tftp dgram udp wait root /usr/lbin/tftpd tftpd\
/opt/ignite\
/var/opt/ignite
It's depend on your configuration.

Ignite installation doesn't require reboot.
You can always run swinstall in preview mode to know if the product needs reboot or not. In product describtion you can find the details like below.
