ipf not work

hi all,
i want to rederect tomcat's port (8080) to another port (80) whith ipf (ipfilter).
I have configure ipnat.con whith following line:

rdr lan0 "local-ip"/32 port 80 -> "local-ip" port 8080 tcp

but non work? WHY?
