There's a "patch database" link there.
There's a "find standard patch bundles" section on that page.
Select "HP-UX patch bundles" from there and you're taken to a list of what's available for 11.11 and 11.23.

I would recommend the web pages over the FTP area as they will be able to provide information on patch warnings and recommended replacements in addition to the bundles themselves.
