kernal error

I am trying to set kernel parameters on my HPUX 11 server. I am running an oracle DB on this box and want to treak it. Here is the error i get when i try to rebuild the kernel;

"cannot build a kernel using /usr/sbin/config.
the standard output of the command is shown below
MAKE: dont' know how to make /usr/conf/lib/libvclass.a STOP
the command exitted with exitcode -71"

ANy ideas of what is happening? I checked dir permissions all is well on that.
