Maximum allowed user groups for single user.

Can this file be edited to allow more groups? Say maybe 30 or 40?

The maximum number of groups allowed for a single user is controlled by the NGROUPS_MAX value as defined in /usr/include/limits.h.
The value on your system should be set to 20.
