Do you have ITO installed?

Have you installed any Netscape related bundle?

This error can be caused by a conflict between bundle installations.
e.g. installing the Netscape SuiteSpot bundle from HP also installs an ITO_Light Agent and server which are not compatible with ITO.

Check for this type of conflict on your setup.

e.g. The Domain Enterprise Server Operations, DESOP
software component can NOT co-exist on a system that has IT/Operations
installed.
